San Francisco County Jail #3 Overview

San Francisco County Jail #3 is located at 1 Moreland Drive in San Bruno and is operated by the San Francisco Sheriff's Office. SFSO says the facility opened in 2005, was formerly known as County Jail #5, and is the office's largest jail. The location often confuses families because it is outside San Francisco's city limits, but the jail serves San Francisco County cases and remains under City and County jurisdiction. A person arrested in San Francisco may be booked downtown, then transferred to Jail #3 for housing.

Jail #3 is a county jail housing facility, not a state prison. It holds San Francisco jail detainees who are in pretrial custody, serving local terms, awaiting transfer, or held under other local jail authority. State-prison custody after sentencing is searched through CDCR. Federal custody is searched through BOP, and immigration detention is searched through ICE ODLS. The SFSO jail search is the right first tool only when the person is currently in the San Francisco jail system.

Jail #3 Capacity and Population

SFSO lists County Jail #3 as a facility that can house up to 768 people. The SFSO policy manual also identifies Jail #3's approved bed capacity as 768. The 2025 annual-report material lists County Jail #3 with an average jail population of 871 and also refers to County Jail #3 and Annex capacity together as 1,140. Those figures should be read carefully. The 768 number is the Jail #3 facility capacity. The 1,140 figure reflects Jail #3 plus the Annex safety-net beds, and should not be treated as Jail #3 alone.

The San Francisco County inmate population has increased since the early COVID period, and the San Bruno site carries a large part of that load. Research from the SFSO jail population trend report showed a February 2026 average daily population of 1,299 across the jail system, while the SFSO homepage showed a 1,177 jail count at 0500 on May 29, 2026. Those system figures are not all housed at Jail #3, but they explain why the San Bruno campus and the Annex are central to population management.

Look Up Jail #3 Inmates

The correct lookup path for Jail #3 is SFSO's Find a Person in Jail page. The search covers current San Francisco jail custody and can identify whether a person is housed at the San Bruno jail. The public result fields inspected in the research include name, age, facility location, SFNO number, booked-on date, booking number, total bond, next court date, court department, docket number, statute, charge description, charge disposition, attempt, and scheduled release date. The inspected public UI did not show a mugshot.

The older app location map may still reference County Jail #5, which is the former name for County Jail #3. Build copy should use the current official name, while recognizing that old labels may appear in some technical or historical references. County Jail #4 should not be treated as active housing because SFSO says the former County Jail #4 closed on September 5, 2020 and no longer houses incarcerated persons.

1. Search the SFSO roster by the first letters of first and last name, SF number, or exact booking number.
2. Open the result and confirm the location field shows County Jail #3 or an equivalent San Bruno jail label.
3. Use the booking number and SFNO when calling, scheduling a visit, sending mail, or making a deposit.
4. Check the court and bond fields, but confirm release decisions with SFSO because holds can change.

Jail #3 Address and Contact

Jail #3 has its own San Bruno address. The San Francisco Superior Court criminal page lists a San Bruno jail phone number, while the research also identifies a public jail information line for inmate questions. Use the person's SF number or booking number when possible because several San Francisco facilities may be involved in a single case. A person may be booked downtown, housed in San Bruno, transported to court, or moved for medical care.

Jail #3 Visiting Schedule

Jail #3 visits are scheduled through the GTL/ViaPath visit scheduler after the visitor checks the SFSO jail search. The SFSO visiting page says online scheduling is available from 9 a.m. until midnight the day before the visit, and visitors must arrive 30 minutes before the scheduled time. A current government-issued photo ID is required. The same visitor cannot visit the same person more than once per day, and a visitor may be refused if a court order bars contact.

Transportation deserves extra planning at Jail #3. SFSO lists a free wheelchair-accessible shuttle from 598 Geneva Avenue in San Francisco, at the white zone on Geneva and Delano, when available. The research notes that there were no shuttles from Civic Center BART/Muni at the time of the SFSO page text. Parking is street parking outside the main security gate. Visitors should allow enough time for the gate, shuttle, and walk-in process. SFSO also posted a notice suspending weekday in-person visits at County Jail #2 and County Jail #3 from April 20 through June 30, 2026, while weekend and holiday visits continue.

Jail #3 Mail and Money

Mail to Jail #3 must use the person's last name, first name, SF number, facility name, and the 1 Moreland Drive address. SFSO requires mail to come through the U.S. Postal Service. Mail cannot be larger than 8.5 by 14 inches. Books, newspapers, and magazines must come from the publisher, and no more than three such items may be in one mailing. Cashier's checks, certified checks, and money orders from U.S. banks are allowed up to $100, but cash and personal checks are not accepted.

Deposits can be made through the 425 7th Street money window, the 425 7th Street lobby kiosk, the Jail #3 kiosk during visiting hours for approved registered visitors, or TouchPay. TouchPay requires California, San Francisco County Jail Facilities, and locator number 294066. Jail calls are free for outgoing calls, effective August 10, 2020. That does not mean the public can call into the housing unit; outside calls into the jail are not permitted unless jail management approves.

Jail #3 Programs

SFSO describes Jail #3 as offering extensive programs and classes. Research identifies COVER, College Pathways, Keys to Change and Keys to College 5A/5B, LIFE, Five Keys, and the Barbershop program. COVER stands for Community of Veterans Engaged in Restoration and supports veterans with fellowship, counseling, and preparation for life outside custody. College Pathways partners with City College of San Francisco to offer up to four classes per semester. Five Keys is the in-custody public school program, with high school diploma, GED preparation, and career pathways.

Jail #3 is also tied to system-wide reentry programs and sentence-credit work. The Milestone Credits Program began May 13, 2019. In the research, 60 hours equals one milestone and one milestone credit equals a seven-day jail sentence reduction. The 2025 annual report reported 14,358 milestone credits earned, 21,471 hours earned, and 2,505 potential custody days saved, not including Five Keys. Those numbers do not decide an individual release by themselves, but they show why program participation can matter in a local sentence.
